Yes. By the mere fact of being born on Mexican soil, all infants have the automatic right to be recognized as Mexicans, regardless of their parents' nationality, or their biological or gestational origin.

In addition to this, Mexico allows dual nationality, so if, according to the laws of the parents' country of origin, the infant can acquire their nationality by blood, the family will be able to carry out the relevant procedures without necessarily implying the loss of Mexican nationality, unless required by the foreign government.
